Description:

-This was the document that explained what the idea that would come to be known as the New Look
-Ideas that were derived from it such as brinkmanship (using nuclear weapons to prevent the spread of communism) and massive retaliation (using force against opponents during counterattacks that is greater than the force used in the initial attack) were created by Eisenhower's secretary of state John Foster Dulles
Other Main Elements of The New Look:
-Maintaining the vitality of the US while still having sufficient resources to win the Cold War
-Using the CIA to carry out covert missions targeting governments or leaders with direct or indirect connections to the Soviet Union
-Strengthening allied countries and gaining support from unaligned governments
Impact on Tensions: Tensions would have likely increased because of the notion that nuclear weapons could be used to prevent the spread of Communism
