Description:
Stipulates that inmates who have been convicted of a second felony offense and are otherwise eligible for parole are eligible for parole consideration upon serving the minimum percentage of the sentence imposed, except for those inmates serving a sentence for a crime of violence, a sex offense, or have been sentenced as a habitual offender.
