Description:
Federal government provided incentives to states to sell Western lands with the understanding that the states would use the funds to found insitutions of higher education to teach the "useful arts" (agriculture, mining, military practice, and mechanics/engineering). Note: there were other state colleges and universities already founded at this time, such as University of Oregon versus the land-grant college, Oregon State University (Thelin, 2011, pp. 75-76).
