Alexandra oversaw the operation of the government. With Rasputin often serving as the advisor, she proceeded to dismiss capable ministers for incompetent ones. The poor performance by the Russian military led to rumors that Alexandra was a German collaborator, this further deepened her unpopularity with the Russian people. Because of her, there were food shortages and riots began to break out.
