Effective May 1908, a mere two months after the above OIC was disallowed, s. 30.1 of the Immigration Act is amended by the new 30.1, which expands the scope of the powers of the Governor-in-Council to be able to make prohibitions based on the continuous journey rule. The Continuous Journey Regulation bans immigrants who do not come to Canada directly from their country of origin. Japan and India, among others, have no direct routes to Canada.
