Description:
Sets the end of the president's term at January 20th (referred to as the lame "lame duck" amendment because the president doesn't have much power towards the end.)
Cause: The newly elected president wouldn't take office until four months later from the time he was elected (due to lack of transportation)
Effect: Shortened the time between elections and inaugurations (take office Jan. 20th)
