Description:
The Neutrality Act of 1937 continued on the ban of selling arms to countries at war, but also required countries to buy all nonmilitary supplies from the U.S. under a "cash-and-carry" basis. Meaning that countries had to send their own ships to retrieve the goods and had to pay in cash.
