The Compromise of 1850 said that California would be a free state and that slave trade was illegal in Washington D.C.. The rest of the land after the Mexican war would decide on their own (popular sovereignty) if they wanted slavery in their territory or not. Also a new fugitive slave law was passed, this affected the whole country.
