Description:

United States was not yet involved in the war, but had to supply France & Great Britain with weapons, but the Neutrality Act banned arms sales to belligerent nations. So Congress passed another Neutrality Act that repealed the arms embargo. Now nations had to pay cash for materials and carry them away in their own ships.
