Description:
It was passed by the U.S congress as part of the compromise. they called it the "bloodhound law" for the dogs they used to "hunt" down runaway slaves. Because of this agreement if any officers did not arrest runaway slaves they might have to pay a fine , this only increased the efforts against slavery.
This stated that all governments had the authority to return any escaped slaves to his or her masters. If you didn't you would be found guilty and fined.
