Description:
After the Civil War ended the government worked to create an amendment to abolish slavery because they believe the Emancipation Proclamation was a temporary war measure. The amendment passed the senate mainly made up of Republican but died in the democratic House of Representatives. When Lincoln was re-elected majority republicans in both legislative bodies, the amendment was passed by more than ⅔ vote and sent to the states for ratification.
