Description:

Lincoln declared all slaves to be free on January 1, 1863. It didn't include slaves in the border that remained in the Union or slaves in the Confederate states already have by the Union. There wasn't a lot of slaves free because Confederate did not follow Lincoln's orders. The proclomation would be the first step toward abolation to slavery.
