The Controlled Substances Act of 1970. which was not effective until May 1971, placed all federally regulated substances into five categories. These categories placed the substances based off their potential for abuse, medical benefits and safety. 1) No medical use. (Heroin, LSD, Peyote, etc,) 2) High risk of addiction. (Fetanyl, Cocaine, Oxycodone, Cocaine, etc.) 3) Slightly lower risk of addiction. (Suboxone, Ketamine, etc.) 4) Prescription medications and low risk of addiction. (Xanax, Clonazepam, Valium, etc.) 5) Same as 4, with lower risks. (Codeine, etc.)
