Description:
A day after Abraham Lincoln is assassinated, Andrew Johnson is inaugurated. Contrary to Congress hopes, Johnson called for the Southern states to be readmitted to the Union before Congress reconvened. Johnson issued a proclamation granting amnesty to all rebels and setting up a government reconstruction procedure in which only whites could vote or hold office.
