Description:
This bill, passed by Congress, stated that each former Confederate state would be ruled by a military governor. After at least 50% the eligible voters took an oath of allegiance, delegates could be elected to a state convention that would repeal secession and abolish slavery. However, Lincoln pocket-vetoed the bill, angering Senator Benjamin Wade and Congressman Henry Winter Davis.
