Poor-relief systems were put into place at the turn of the 17th century. The poor-relief system was meant to provide for those who were victims of poverty or the economic crises. Those who were deemed ‘worthy’ were given a small amount of funds necessary for survival, however criteria for assistance were numerous and many people were turned away.
