Description:
In order to vote, you had to prove that your grandfather himself voted before 1869. There was no mention of race. But then the outcome was clear for everyone -> blacks could not participate in elections because no blacks in the South could prove that his/her grandfather could vote before 1869 -> at this time blacks were all slaves.
