Slave trade, but not slavery, abolished in the District of Columbia.

Congree to enact a more effective Fugitive Slave Law (Fugitive Slave Act of 1850)

Territorial goverments to be established in New Mexico and Utah -> would determine wheter they wanted to be admitted to the Union with or without slavery.
