Advised Europeans powers of the following:
- North and South America continent not to be considered as fields for future colonization.
- Any attempt by any European monarchy to extend its political system to the western hemisphere would be regarded as dangerous for the peace and safety of the US.
- The US had no intention of interfering its "internal concenrs" of the European powers.
