State conventions proposed more than one hundred amendments to the Constitution.

Followin Madison's recommendations, Congress ratified 10 of these amendments.

First 9 Amendments = Protect individual citizens against the possibility of tyranny or infringement of civil rights by the federal government.

The 10th Amendment = Powers not delegated to the United States by the Constitution reserved to the States.
