The OSTP memo was published in February 2013. In May 2013. the ECS Board of Directors approved an open access pledge and plan. The ECS Committee on the Free Dissemination of Research then conducted an extensive discussion and study to determine the best path forward for ECS, specifically to pursue the goal of platinum open access (no fees for authors or readers/libraries).
