As a result of rampant poverty in rural areas, the French government sought to give rural industry more mobility. Urban manufacturing was pushed aside and the government gave financial support to cottage manufacturing. This economic boost allowed rural industry to develop, relieving much of the poverty in these highly populated areas. The shift in manufacturing in France demonstrated historical change, as England's newly successful rural industry was being replicated in other countries such as France.
