sep 20, 1955 - General Commentaries

Description:

-- "The Agrarian Reform Programs was also labeled as “revolutionary” by some sectors because it was pursued under Martial Law and intended to make quick changes without going through legislative or technical processes and another reason is that it was the only law in the Philippines ever done in handwriting.

Nevertheless, the program also posed some limitations which includes limited scope of the program sinceit was only directed for the tenanted, privately-owned rice and corn lands; there was monopoly of businessmen in both coconut and sugar industries; foreign and local firms were allowed to use large tracks of land for their business; and because of the declaration of Martial Law several farmer leaders were arrested without due process of law."

-- "In countries, where the peasants have no decisive influence on the government, land reform is only instrumental towards achieving various objectives. As a result it loses immediately of its importance when these objectives can be reached in a different way or when the costs of utilizing this means appear to be too high. The Land Reform in the Philippines is such a case."
