Description:
Japan tried to overcome the depression by building an empire. The Japanese invaded Manchuria, threw out the Chinese and set up their own government there. China asked the League for help. Japan refused to leave Manchuria and instead left the League. The League could not decide on sanctions or even on a ban on weapons sales. Britain and France did not want a war so they did nothing and Japan kept Manchuria.
