Progress was made in the education of individuals with disabilities due to Section 504 of the Rehabilitation Act of 1973, but it was clear there was still lots of work to be done. An estimated 50% of the 8 millions children with disabilities in the United States were being partially or fully excluded from the public school setting (Thurlow, 2000). The next few decades were full of rapid advancements in access to education for individuals with disabilities. As individuals with disabilities become more visible in the educational system and local communities, a big shift in societal consciousness occured. Society no longer viewed individuals with disabilities as a burden, and instead viewed them as individuals with a right to an education, just like all other students. Many advocacy groups gained population and became more successful in their efforts during this era.
