Description:

In Pennsylvania Association for Retarded Citizens (PARC) v. the Commonwealth of Pennsylvania, the Supreme Court declared that individuals with disabilities between the ages of six and twenty-one must be provided with free public education opportunities (Crane, 2015). The Court further stated that these programs must be comparable to those of their peers in general education (Crane, 2015). This was the first significant case brought to court that challenged the exclusionary laws around the country. While it never went above the district level, it sparked litigation in other states on the basis that all individuals have a right to education.
