The United States Declaration of Independence was ratified at the Pennsylvania State House by the Second Continental Congress, a decree that stated that The Thirteen Colonies would no longer recognize themselves as under British Rule but as 13 independent, sovereign states. It was drafted by Thomas Jefferson, and the preamble is highly regarded as one of the "best known sentences in the English language". It was a mode of resistance that Britain had not seen before, and they were outraged. For the colonists, however, it served as an incendiary to motivate them against the British.
