The trigger was the decision of the OPEC to increase the prise of crude fron 2.50 to 11.50 dollars because the potential countries used the crude like a weapon of war, Its objective was to punish the countries that supported Israel in the Yom Kippur war. One year later the International Energy Agency IEA was created.
