The logical problem in selecting cases according to the dependant variable is that if we explore the reasons for phenomenon X in countries A and B where X happened, we can find the common variables T and M, however, if we do not check countries C and D for the variables T and M, we cannot be sure that T and M are the causes for X, because countries C and D can also posses them.
