a response to O'Donnell's BA- BA resulted from technocratic elites and foreign capital excluding lower classes in favor of avancing industirlization and reducing the pressure from lowe rclasses, thus icnreasing the atractivenss for MNCs.
however, BA as a concept is used inconcissitantly, and O'donnell overemphasized the economic aspect of BA, ignoring poltiical factirs. nevertheless, the concept is useful to understand LA and authoritarian regimes in general.
