"The report said that Steensland was inaccessible except through memorandums and that he viewed the staff as "workers" rather than "persons."
"It is a problem constantly felt throughout the system. We realize there are many demands on the director's time and energy, that his position requires he delegate many tasks and authority, and that he may not, by nature, be outgoing," the report said.
But they said Steensland's personality hurt the library's operations.
