Housing had been destroyed in the war. Singapore's population was growing rapidly due to a baby boom and over 1/3 of Singaporeans lived in slum. Hence, the Singapore Improvement Trust was established by the British to build housing and shop units.
War had disrupted shipping and shortage of food was worsened by a growing population, neighbouring countries did not have enough rice to export to SG. British established People's Restaurants to provide affordable meals.
Unsatisfactory Working conditions led to a wave of strikes and many of those taking part were part of trade unions. The British suspected that they were working with communists to spread anti-colonial elements.
