Lim Yew Hock led another delegation to London to renegotiate for full internal self-government but was willing to compromise and recognised the British reluctance to surrender full control due to their concerns about the Communist threat.
The delegation agreed to leave external affairs and external defence in the hands of the British, successfully securing full internal self-government.
The British governor was replaced by a Head of State, and Singapore now had control of all domestic affairs except for Internal security.
