Because of the negotiations with the US failed, the Japanese government made the decision to launch a surprise air attack on the United States Pacific Fleet at its Pearl Harbor base. Then a large Japanese fleet, complete with six carriers loading some 450 aircraft, set sail from Japan towards Hawaii.
