As the Congress of the Confederation became aware of the nation’s growing inability to deal with serious national problems, they called on all thirteen states to send delegates to a federal convention. The purpose of this convention was to revise the Articles of Confederation in hopes of producing a new, more effective national government. Two proposals for the new design of government were the the Virginia Plan and the New Jersey Plan. They disputed over the size of the government, the inner-workings of the government, and slavery. Federalists were for a larger government, whereas Anti-Federalists were for a smaller government. The Constitution adopted two-thirds of the Virginia Plan and one-third of the New Jersey Plan. Overall, the Constitution was able to become agreeable for the Anti-Federalists through the creation of the Bill of Rights for the people of the nation.
