Peter the great followed the reign of Ivan the terrible. He built on Ivan’s push for territorial expansion, and independently made an effort to modernize Russia. Learning from the Dutch and the English, he learned about naval technology, building a navy. In order to increase modernization and control over nobility, he required all young nobles to be educated away from home and a civil service ladder. Peter allowed the rise of western ideas in Russia, which created a new class of western-oriented Russians and set the stage for future interactions with Western Europe.
