Took the office after the death Franklin D. Roosevelt, during the last months of World War II and the beginning the Cold War.

General Marshall served as his adviser on foreign policy decisions, like not offering direct military aid to Chiang Kai-shek, instead choosing to spend those resources on dettering the Soviets in Europe.

After the victory of the Communist Party Truman would have been willing to establish relations between the US and the People's Republic of China, but Mao was not willing.
