The local lord was in charge of the economic system. They also had legal power because they were also the local judge, jailer, and prosecuter. There were no other officials to help uphold the law or provide any justice. They controlled not only how the peasants worked, but also how they lived because they could even decide who they could marry. Serfdom also lead to the growth of commercial agriculture.
