Representative Thomas S. Foley of the Democratic Party, was an American lawyer and politician who was the 49th speaker of the House of Representatives from 1989 to 1995. He Represented Washington's fifth district for thirty years and he was the first speaker of the house since 1862 to lose a re-election campaign.
For the Anti-Drug abuse act of 1988 needed to nullify the concerns the mandatory minimum penalties to drug trafficking. Completed drug trafficking offenses occurred a lot during that time period. The intended purpose was to halt the drug trafficking and abuse of those drugs. It succeeded in limiting the amount of drugs that could be moved through the country due to the rapid increase on security due to this act
