Historically considered the first government powered by the people for the people, Athenian Democracy was the first to raise the idea of regular citizens voting. It was still highly restricted, with only adult male citizens able to vote, children, women, and metics (foreigners and slaves without citizenship) were unable to vote. It was still the first step towards other governments allowing people not in power to have a say in what happened politically.

It was a big beginning for self-interest, as the Greek followed a direct democracy. Individual rights also began forming more and more as people became able to vote. Rule of law also came into play with Ostracism. A majority vote was placed on absolutely anyone in the case that they are thought to be needed to be removed from the democratic process or from Athens all together.
