The aristocrat Pericles transformed Athens into a real democracy between 462 and 460 a.C. It was not the first time in history that there was a government of participation, but Athens became powerful at that time and remains as the primitive democracy that has had more influence on the later ones. The founding fathers of the United States modeled on Athenian democracy.
