1881-1902 : Victorian Era 2 (10 Feb 1881 Jahr – 31 Dez 1902 Jahr)

This period can be considered as a major turning point in the Indian history as well as the Indian education history. It witnessed the implementation of the famous Indian Education Commission (made on the lines of the Woods Despatch) and rise of many educational institutions for higher education. The foundation of the Indian National freedom struggle movement was laid by the formation of the Indian National Congress in 1885. The Indian Famine of 1896 took place in this phase.

The key players of this period were Viceroy Lord Ripon, Lord Dufferin, William Wilson Hunter, A.O. Hume, Pherozshah Mehta, W.C Banerjee.

For nearly more than half a century, the British followed a policy of neutrality or non-intervention in the matters of education, religion and culture of the indigenous people.
But due to constant pressure from different sections – the Christian missionaries, the liberals, the utilitarians, and the Anglicists – the British agreed to take up the responsibility of promoting Western education. It is also to be believed that the educational policy was designed to legitimize the domination of the British colonial needs.

Impact on Indian Education- Education in the pre-British period saw a large section of the population receive vernacular education in a good number of elementary schools that was spread all over the country. Under the British rule, the indigenous elementary education suffered a decline.
The newly- emerged English educated middle class, being influenced by the scientific and rational outlook of the West, now began to examine the Indian socio-religious institutions and sought to find a justification on the basis of reason.
