Means "to other" in which they "gathered" boys ages 8-20 from christian communities in the Balkans as a "blood tax". There was no collection of Jews, Muslims, or Americans for the most part. These boys were taken and put into janissaries. They were elite infantry units that formed the Ottoman Sultan's household troops, bodyguards and the first modern standing army in Europe. The corps was most likely established during the reign of Murad I. While some were taken by force, some men on the outskirts of the empire wrote letters to the sultan, converted to being Muslim, and even got circumcisions in hopes to be taken into these elite groups as they got "special treatment" from the citizens in exchange for services. By 1500/1600's jannisaries were allowed to marry, own land, and enroll their sons in the jannisary as they would receive payment for their enrollment. There was a poll tax for any non-muslims which created an increase of the Muslim population.
Dar-al-harb (Land of War): was anything outside of the Ottoman Empire that needed to be conquered.
