Foreign Minister from 1809 - 1821, Chancellor from 1821 - 48.

Wanted strong Ottoman Empire to balance against Russia. Opposed Greek nationalism (and basically all nationalism).

Metternich wanted to preserve Habsburg power. His 'system' wasn't to bring the different Austrian territories together, but to exploit their disunity - 'divide and rule.'

Internal and International affairs are inseparable. What happens in 1 state is of concern to others and entitles other states to take action if necessary.

Metternich kept the Empire from transforming into a modern state

Met's system fell apart b/c BR reluctant to intervene on behalf of conservatism and foreign intervention bolstered liberal/national causes of the ppl who rose up in '30 and '48

Met forced to resign in March 1848 by liberals from all social classes upon hearing of the downfall of Louis Philippe in France. Louis Kossuth comes on the scene in Hungary as a great nationalist leader
