Allowed stroganovs (major Russian landowners) to hire a band of Cossacks (fierce peasant warriors) to fight local tribes.
Boyars of Novgorod opposed the expansionist policies of Ivan IV
Ivan punished them after his forces defeated Novgorod. He confiscated their lands and forced them and their families to move to Moscow
Established paramilitary force loyal to him called the Oprichnina
