This was when Mao pushed for peaceful collectivization of agriculture (and was pretty successful due to the closeness between the peasants and the CCP). This was modeled after the Soviet Union and how there were a heavy industry, had urban-based factories, and mobilized women. He promoted small-scale industrialization in rural area rather than enterprising in the cities. This caused widespread technological advancements, along with education for all, rather than just for the elites.

However, these measures resulted in famine, disruption of marketing networks, aliong with 30 million deaths.
