President Obama signed this act into law with the intention that states would gain control over standardized testing, as well as the consequences that schools face for having low performance. Another important aspect of ESSA was that bullying was targeted, and it required schools to implement bullying prevention plans which should include students with disabilities. Lastly, ESSA required that only 1% of students within a school should participate in alternative assessments like the NAA. This act transitioned away from federal guidelines like in NCLB, and worked to put more choice and authority into the hands of the states themselves.
