1890-1920: This was a period of increased oppression on Black rights, as the voiding of the 1875 Civil Rights Act and protection clauses of the 14th Amendment negated black citizenship, and restoration of the One-party rule. This period saw increasing disenfranchisement and intimidation in politics, urban rioting, and voyerstic lynching— aimed at removing black men from the political process. Legal manipulation, like gerrymandering, segregate ballots, and registration requirements, further restricted Black political power. States’ efforts to disenfranchise Black voters led to the institution of the White Primary in 1896-1915, which only allowed whites to vote in primary elections. “Depoliticization of the Negro” also included losing civil rights to hold office, sit on juries, have a say in tax dollar allocation, and to protect themselves from discrimination. The black men who had been appointed to political offices largely disappeared from their positions.
