Citizens can suggest new laws or vote on recently passed laws in the United States through initiatives and referendums. The Omaha Platform supported this process, which several states have adopted. South Dakota was the first state to allow initiatives in 1898, followed by Tacoma, Washington, and California in 1911. House Bill proposed by the Committee on Privileges and Elections aimed to make initiatives and referendums more accessible. However, opponents criticized the bill's requirement that all signatures for initiatives and recall petitions be collected in the presence of county auditors to prevent fraud, seeing it as a threat to direct legislation.
