Who: The regent ruler for King Kojong
What: A strict isolationist that imposed a series of reforms on Korean society
Reforms included: merit-based appointment, taxes for yangbang and commoners, reconstruction of Kyongbok Palace, reorganization of grain system
Not very popular at the time, shook things up too much, but called back again and again throughout reforms and riots in coming years. Also kidnapped by the Chinese eventually.

Context: Series of rulers before him were ruled by in-law politics (Sunjo), and he wanted to avoid that but failed, was ousted by Min family when chosen to be the wife for Kojong
